Havering Council’s Disabled Facilities Grant plan for 2021/2 includes a programme of digitalisation, expansion and promotion. Our goal is to provide a more robust foundation from which we can expand the reach of the service whilst also seeking more innovative, preventive and personalised applications of the funding.

About the role: 

The Technical Officer will be responsible for managing several cases simultaneously, from inception and design, through to delivery and completion. They will work alongside a variety departments and teams including but not limited to occupational therapists, housing support staff, social workers and environmental health teams and case officers to review, revise and propose recommendations for housing adaptations. These adaptations must ensure that the client’s needs are met in line with what is feasible and practical in relation to the property but also in line with the Disabled Facilities Grant legislation and other Council stuff

The Technical Officer’s duties will include; undertaking inspections, audits and surveys of dwellings to assess their condition as a prerequisite for their maintenance, repair, adaptation or improvement.  The Technical Officer will prepare detailed specifications, plans, designs for schemes, schedules of work, tender documents and contracts as may be required for maintenance, repair, improvement, and adaptation works. 

They will review and report on performance of contractors, they will provide expert advice to vulnerable client groups, contractors and other officers.  If required they may supervise contractors and other workers on site to ensure that works are carried out to the specification and instructions agreed prior to work commencing and in accordance with the requirements of health and safety legislation and the Council’s health and safety policies, making interim checks, resolving disputes and ensuring that the work is completed to an acceptable standard; and to advise the line manager of the on-going performance of contractors.

Carry out evaluation of any tenders and quotations submitted for eligible building works related to individual property, groups of properties and adaptation schemes in order to ensure value for money

About you:  

The post holder should demonstrate the following:  

  • Experience of working within a customer or property services organisation.
  • Ability to have or acquire knowledge an excellent working knowledge of all elements of repairs and maintenance and voids management.
  • ICT Skills Microsoft Office suite of tools, including Excel, Microsoft Teams, MS Word
  • A strong communicator, able to communicate messages clearly to a range of audiences at all levels – both verbally and in writing
  • Strong planning skills and ability to prioritise work
  • The ability to build productive working relationships quickly and to engender confidence stakeholders and partners
  • Inquisitive, looks beyond the initial information being presented to verify and validation decisions
