Waltham Forest is investing £643.6m between 2021/22 to 2026/27 in the delivery of high-quality new homes (including affordable homes), new school places, improvements to council housing, area regeneration, enhanced transport infrastructure, green spaces, leisure and cultural facilities and more. By the end of 2026/27, we currently expect our Capital Delivery Programme to deliver:
- 1,862 new homes, of which c.867 will be affordable
- C.650 local construction and supply chain jobs
- C.180 apprenticeships and c.380 work placements
- C.15,000 sqm of community and cultural floor space, including essential infrastructure such as nurseries and health centres
- C.6,800 sqm of commercial floor space to support businesses
- Over 1,000 new trees planted
- A world-class families and housing services facility in Wood Street, E17
- 600 new secondary school places at Norlington, Kelmscott and Willowfield Schools
- 65 new alternative provision places for children and young people unable to access mainstream education
We are creating a forward-thinking and dynamic new unit within Waltham Forest Council’s Employment Business and Skills Service which will be responsible for delivering our employment and skills programmes for the construction sector. The S106 Construction Monitoring Project Officer will be responsible for developing relationships with our S106 Developers to embed a monitoring and reporting systems for each of the Waltham Forest Developments as well as act as a point of contact for pipeline recruitment and training activity identified . The ideal candidate will be performance driven as well as having a sound background working in the Construction and Built environment sector and is able to demonstrate a proven track record of building relationships with developers in order to identify key priorities which need to be met .
Working alongside developers and Capital Delivery team, you will map out monitoring and training needs against our construction development programme to identify skills gaps working alongside the Construction Account Manager develop process to identify candidate recruitment pipeline for opportunities identified to tackle skills shortages within the borough. You will also develop systems to ensure that Developers are reporting on Sec 106 commitments in an accurate and timely manner. Utilising the wider team, you will develop a strong construction Employment and Training offer that will attract residents to take advantage of the array of construction employment opportunities on offer within the borough.
The ideal candidate will have a strategic approach, strong leadership and relationship building skills, able to drive and deliver programmes within a matrix organisation. He/she should be able to demonstrate a proven track record of outcome-focused Construction programme delivery and will have excellent communication and negotiation skills. Experience and knowledge of Construction sector and working on Sec 106 developments is essential.
