Business Intelligence & Performance Manager

Redbridge Council is stepping into a new era boldly. Our Corporate Plan is focused on delivering social transformation in terms of eradicating child poverty in the borough and organisational change as we implement a new model of service delivery through our five community hubs. This will require close and accurate monitoring of our progress, intelligent and actionable insights and a programmatic approach to delivering that change. In order to achieve this we have established the Intelligence, Insights and Change team within the Strategy Directorate.

We are seeking an outstanding candidate who will work closely with our Director team to monitor performance, develop business intelligence and support the achievement of the ambitions set out in our Corporate Plan.

Redbridge Council is seeking a transformation in performance management to ensure that it will deliver more analysis and intelligence, telling us not only that change is needed but what change is needed where and with what impacts. The team will be expected to go beyond delivering the statutory requirements and you will need to lead this. Your role will be to ensure that across the organisation there is a strong buy-in to using robust performance frameworks that ultimately support the delivery of the Corporate Plan. You will be expected to develop performance analyses to inform the budget process. In doing so you will work with colleagues in Innovations & Insights to link past performance with forecasted demand. You will need to lead your team – and colleagues across the Council – to be interrogating the performance data and delivering analyses based on that.

You will lead a unit comprising specialist technical staff and support staff. We are particularly keen to appoint someone who will bring strategic thinking to this role, develop strong relationships across the organisation and expand the learning and value of these functions. You must be a strong team player both within this team and with other parts of the organisation. You will be an excellent leader – leading your individual unit and also from time-to-time matrix teams. Your style is less important than your effectiveness.

Key to this role will be the ability to develop the systems, protocols and inter-departmental working arrangements required to embed the use of high-quality business intelligence and analysis across the Council.  

Curiosity and a proactive approach is critical to success in this role. You are expected to use your knowledge and experience to develop and retain staff in the organisation and thereby build capacity.

You will have a team of 5-6 comprising a Senior BI Analyst, 3 BI Analysts and a Performance Support Officer. You are encouraged to engage an apprentice.

This role will be reporting to the Head of Intelligence, Insights and Change.
