As a Procurement Project Manager you will be part of this drive for inclusiveness through implementing commercial strategies.
The post-holder will lead, shape and steer the delivery of individual complex procurement projects at all levels within their category area, including above and below UK public procurement thresholds.
The role will report to the Category Manager responsible for commercial strategy within the Supporting People directorate for health, social care and housing related support services for adults and children and young people. However, the role will include flexibility to work on projects across Supporting Communities and Corporate Services directorates as may be required.
The post-holder will take projects from initiation through to contract implementation and lifecycle, with responsibility for maximising savings and efficiencies from goods and services while ensuring appropriate levels of quality. You will act as an expert advisor, challenging where appropriate to ensure all procurement processes stand up to scrutiny and are fair. You will be expected to drive through and embed social value outcomes every procurement you support.
Working closely with service leads from across the Council the post holder will provide a professional, ‘value adding’, procurement service.
You will be experienced in working independently on complex projects and be able to maintain a professional and confident working relationship with the service leads and stakeholders within your spend area. This will include the development of appropriate procurement approach options and challenge for commissioners and service leads to deliver required service objectives, innovation and value for money. You will have proven to be capable of producing high quality procurement documentation and robust and transparent management of all stages of the procurement and governance processes.
Expert knowledge of procurement regulations and ability to navigate internal policies and standing orders are essential. Responsibility and drive for personal continuous professional development and shared learning are encouraged within the team.
Experience in the health and social care areas is highly desirable. The post-holder may have expertise within this specific service area, but must be flexible in that they may be responsible for delivering procurement projects for a range of different categories/services across the Council as may be required.
