This advertised role is based within the Council’s Planning and Development Service who is the Local Planning Authority which administers the legislative planning functions for the borough. If you are interested in various development taking place across Newham such as heritage, architecture, urban design and place making then a role within the Planning service is the perfect place to gain insight into how such development is managed and influenced. A career in planning allows you the ability to help shape the growth and development of the borough. 

A lot of development such as the creation of new buildings, undertaking extensions and alterations and changing the use of a property often requires planning permission from the Planning Authority and this advertised role is a crucial part of the process.

The Planning Service is integral to the delivery and growth of c.2800 new homes targeted per year, 31 Strategic Development Sites, an Enterprise Zone, Opportunity Area Planning Framework, large scale and distinctive employment-generating schemes, and major infrastructure projects underway.  Alongside delivering the current Local Plan, the Planning policy team is in the midst of producing a new Local Plan – starting the process of shaping the borough for the next 15 years. The production of the new Local Plan is a corporate priority for the administration, who are focussed on using planning policy innovatively to deliver for Newham residents.

About the Apprenticeship

This is a Business Administrator L3 Apprenticeship within the Council’s Planning and Development service.  The apprenticeship typically takes between 12 and 18 months to complete, and the Apprenticeship position within Newham is a 2 year fixed term contract. 

The Newham Apprenticeship Scheme offers an opportunity for you to start an exciting new career, whether it is your first job, returning to work after a career break, or you are looking for a change in career direction.

The Apprenticeship will provide for you to earn as you learn whilst working alongside experienced colleagues who will help you to develop useful and transferrable skills within the Local Planning Authority. There are even opportunities to progress to a higher or degree level apprenticeship in the future, avoiding tuition fees and potential student debt.

As an apprentice at Newham you will receive:

To successfully complete the Apprenticeship, not only must you meet the performance standards required by your line manager, but you will also need to meet the apprenticeship learning requirements. 

Your training responsibilities will include: 

  • Attending and participating in all classes and workshops on and offsite
  • Learning, developing and demonstrating practical skills
  • Completing all tests and assignments
  • Observing all employee policies, processes and procedures 
  • Delivering presentations to colleagues and other stakeholders. 

You should be well-organised, flexible, and willing to assist wherever possible. 

About the Working Role

You will support the work of the Planning and Development Service in the delivery of high quality, robust, cost effective and customer oriented planning functions for Newham.

Key aspects of the role will be providing administrative support for the development management part of the service including management and distribution of incoming correspondence, processing the registration and validation checks for planning applications and related appeals, and liaising with applicants/developers and their agents on planning matters. 

You will also have opportunity to gain valuable insight and potential work experience across various aspects of the wider Planning authority including planning enforcement, planning policy, CIL/S106 investment and infrastructure, environmental health and building control. 

About You

We are looking for Newham residents who do not have a degree, who are self-motivated, enthusiastic and able to work as part of a team. 

To be successful as an Apprentice, you must have great time management skills and be willing to fit into the existing team structure. You must demonstrate the council’s values and behaviours in all that you do.  Outstanding Apprentices are those who respond well to criticism, build good relationships with colleagues, and ultimately make a positive lasting impression.

You will have a desire to make a difference in the local community and a commitment to improving your skills. 

You will be able to demonstrate the following: 

  • English and Maths GCSEs, or equivalent qualifications at Grade 4 / Grade C or above
  • Good communication skills
  • Ability to work well as part of a team and use own initiative
  • A commitment to deliver high quality services to Newham residents and a knowledge of local issues
  • Organisational skills with the ability to focus on achieving targets
  • Reliability and punctuality
  • Good ICT skills
  • A commitment to undertake and complete a qualification via a structured apprenticeship training programme
  • Basic level of work experience
